The Illinois Commerce Commission continues to monitor the COVID-19 public health emergency. During this unprecedented time, we remain open with modified operations and the majority of staff working remotely. Please see below for more information about the ICC’s response to COVID-19.

Do You Need Help Paying Your Utility Bills?

If you need help with paying your utility bills as a result of the COVID-19 pandemic, please reach out to your utility company as soon as possible. Many utility companies have bill payment assistance programs or extended deferred payment arrangements. Utility company bill payment assistance program information is available on these documents:

ICC Operations

Beginning July 15, 2020, the Chief Clerk’s Office (Springfield), Transportation Walk In Center (Springfield) and the ICC Police Section (Des Plaines) will reopen on a limited, appointment only basis. All visitors are encouraged to wear a mask when visiting ICC offices.

Chief Clerk's Office: For in-person filings, appointments will be made Tuesday through Thursday from 8:00 a.m. - 4:00 p.m. Please contact the Chief Clerk’s Office by phone at (217) 782-7434 or by e-mail at ICC.PUBLIC.REQUESTS@ILLINOIS.GOV to make an appointment.

Transportation Walk-In Center: You may email us for any updates or questions you have concerning your application or authority at ICC.TRANSPORTATIONPROCESSING@ILLINOIS.GOV. Please provide your full business name, ILCC #, and DOT # in correspondence with our office. The walk-in center hours are Monday - Friday 8:30 AM - 4:00 PM. Please call us at (217)782-4654 (option 7) to schedule your appointment or email. Walk-Ins are welcome on a first come first serve basis but appointments have priority.

Police Section: For relocation towing or collateral recovery ticket purchases, appointments will be scheduled Monday-Friday between 9:00 a.m.- 4:00 p.m. Please contact the Des Plaines office via phone at (847) 294-4326 or by e-mail at ICC.Police-DesPlaines@illinois.gov to make an appointment.

Applications and filings with original signatures will also be accepted by mail with appropriate fees to the following address. Please note, the post office rule applies, and filings will be accepted, if properly filed, based on the postmark date.

Consumers with a utility complaint may speak directly with a counselor from the ICC’s Consumer Services Division by calling 800-524-0795 during normal business hours (8:30am to 5pm, Monday-Friday). Consumers may also file complaints online at https://icc.illinois.gov/complaints/ or by mail to the ICC address above.

Commission Meetings

Due to Illinois Department of Public Health and Centers for Disease Control and Prevention guidelines related to the COVID-19 pandemic, ICC will livestream all Commission meetings for public viewing. All individuals who wish to make a public comment during a Commission meeting are strongly encouraged to participate remotely through virtual or telephonic means. To comply with social distancing guidelines, requests to provide a public comment in person at an ICC office during a Commission meeting are subject to applicable occupancy limitations. The ICC may not be able to accommodate your request to speak in person during a Commission meeting, and therefore, you may be required to participate via remote access (WebEx or telephone).
