GENERAL DESCRIPTION:  


The State School Nurse (SSN) provides leadership and technical assistance to the state and local education and health agencies to strengthen educational processes and academic outcomes. When all students have access to improved health services, healthy educational practices, and environments, students can be ready for learning. Support for school health services and programming should align with current national evidence-based practices, models, and frameworks. Effective statewide programming and positive student outcomes require strong continuous collaboration between state education, health, and community agencies. The SSN serves as a liaison between health and education.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.


  • Identify professional development needs for Wyoming school nurses, with a focus on caring for students with behavioral health needs and chronic diseases and make available training resources to meet the professional development needs identified;
  • In consultation with the state health officer and the district boards of trustees, write or obtain standing orders for medication administration or treatment for students without a primary care physician who have urgent needs during the school day;
  • Assist the superintendent in drafting recommendations for school district use to help facilitate care for behavioral health needs, enhance collaboration among school district personnel and community medical and behavioral health providers, and prevent disease, substance abuse, and bullying;
  • Provide information to school nurses and school district boards of trustees on public health issues;
  • Collect aggregated data from school districts on medical and behavioral health diagnoses, vision and hearing impairment, special education needs, and other nursing challenges that impact schools and students. 
  • Fulfill reporting requirements related to student health defined in Wyoming Statute;
  • In consultation with the board of nursing, develop best practice standards for school nursing;
  • At the request of district boards of trustees, advice on the child sexual abuse education, prevention and response program under W.S. 21-3-133;
  • Fulfill other statutory duties of the Wyoming Department of Education related to student health;
  • Collaborate with various programs and units within the Wyoming Department of Health to include Maternal, and Child Health and Public Health Nursing and support identified Title V priorities.

Qualifications


PREFERENCES: 


Preference may be given to applicants who are a Wyoming Licensed Registered Nurse or Nurse Practitioner, have a Bachelor of Science degree in Nursing, have a State certification as a School Nurse, have a Master's Degree in Nursing, Public Health, or Public Health Administration.
Preference may also be given to applicants with experience in pediatric nursing information and trends to predict their impact on students, leadership on the development of appropriate health-related procedural guidelines and agency bulletins, and analyzing their effect on student health outcomes.
Preference may also be given to applicants with experience managing/supervising school nursing initiatives or programs.


KNOWLEDGE: 


  • Knowledge of common pediatric illnesses, syndromes, disabilities treatments, and ability to analyze their impact on student health and learning.
  • Knowledge of state and federal laws and regulations.
  • Knowledge and application of written and oral communication.
  • Knowledge of project management systems and techniques.
  • Knowledge of and ability to use current internet and electronic systems and software (e.g., Microsoft applications, Google applications); internet meeting platforms; simple computational and algebraic calculations
  • Ability to collect and analyze data, evaluate program performance, identify problem areas and recommend reasonable changes
  • Ability to establish and maintain effective working relationships
  • Working knowledge of electronic health records and health information technology

  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
