Job Description

Applications will be reviewed on a first-come basis. Harris County (est. pop. 4.7 million) is located in the Gulf Coast region of Texas. With Houston as its county seat, Harris County is the nation’s third most populous, and one of the fastest growing counties in the nation. The County has a continuously expanding, diversified local economy that has outperformed most counties in the United States. The energy sector has played a large part in this growth, along with the low cost of living, affordable housing, and an expanding transportation system.

The County is seeking a visionary, collaborative leader to be its next Development Services & Permits Director. This position is responsible for the planning, directing, managing, and oversight of the activities and operations of the Development Services division of the Engineering Department, including floodplain management and administration, development plan review, inspection, enforcement, ROW coordination, MS4 program, and permitting. The Director manages and oversees the identification and implementation of metrics to track division performance and makes recommendations on areas to sustain and improve. This director reports to the Assistant County Engineer, directly supervises three positions, and indirectly oversees 122 total full-time employees in the Permits, Watershed, and Household Hazardous Waste groups.

Compensation and Benefits

The established salary range for this position is $162,000 to $182,208 with the anticipated starting salary in the midpoint of the range (depending on experience and qualifications). Harris County offers a comprehensive, market competitive benefits package. Relocation assistance is available. EOE.


Desired Qualifications

A bachelor’s degree in Architecture, Construction Management, Engineering, Planning or a closely related field from an accredited college or university, and ten (10) years of progressively responsible experience in development services, building inspections, or a closely related function, of which five (5) years include administrative or supervisory responsibility, is required. Licensed Professional Engineer (P.E.) or American Institute of Certified Planners (AICP) certification (or the ability to obtain within six (6) months of employment) is required. Proficiency in Microsoft Office and related business specific software, including CAD, is strongly preferred.
