ASCSU AB 928 Feedback Portal

​On October 6, 2021, Governor Newsom approved Assembly Bill 928 (Berman): Student Transfer Achievement Reform Act of 2021: Associate Degree for Transfer Intersegmental Implementation Committee.  Please see the CSU We​bpage for more details. 


What Is Assembly Bill (AB) 928?  

Central in this new law are the following:

  1. ​The establishment, of “the Associate Degree for Transfer Intersegmental Committee to serve as the primary entity charged with the oversight of ADT" or Associate Degree for Transfer.  
  2. The establishment of “a singular lower division pathway that meets the academic requirements necessary for transfer admission to both the California State University and University of California" by the Intersegmental Committee of Academic Senates (ICAS) on or before May 31, 2023. If ICAS is un able to reach agreement by this deadline, then “the respective administrative bodies of those segments shall establish a singular lower division general education pathway…by December 31, 2023."  

What Should CSU Faculty Know? 

Following our usual practice of soliciting faculty input, CSU Statewide Senators will seek feedback from all campus senates, faculty, and constituents. The Academic Senate CSU (ASCSU), will consider and discuss all feedback to ​​inform the concerns and discussions ASCSU Executive Committee members bring to ICAS to further discussions of the common pathway. It is important to note the following:  

  1. ​ICAS is charged to create the "single GE pathway".  This pathway will allow no more than 34 units (33 units of academic courses plus a lab).
  2. The ASCSU is officially represented on ICAS by the ASCSU Executive Committee and will carry forward all CSU feedback and recommendations.

​To ensure effective communication and transparency, all ASCSU Senators are being asked to provide campus feedback to the ASCSU Executive Committee in writing for posting in a public Dropbox for review by all CSU faculty.  A folder will be provided for each campus. The deadline for feedback is March 31, 2022.  

The ASCSU has created an additional 9-question survey, seeking further input from faculty (Area A includes Oral Communication and, as per AB 1460, Ethnic Studies will be included in the pathway).  That survey may be found here.
