On February 22, 2013, the White House Office of Science and Technology Policy (OSTP) issued a memo entitled "Increasing Access to the Results of Federally Funded Scientific Research" which "directs each Federal agency with over $100 million in annual conduct of research and development expenditures to develop a plan to support increased public access to the results of research funded by the Federal Government." In response to this directive, the Centers for Disease Control and Prevention (CDC) has developed policy CDC-GA-2013-01, "Public Access to CDC Funded Publications" and the CDC Public Access Plan.

 

Scope of Policy

This policy applies to peer-reviewed manuscripts published on or after July 15, 2013, specifically:

  • All peer-reviewed publications funded by CDC, regardless of the funding mechanism used (e.g., grant, cooperative agreement, contract) and

  • All peer-reviewed publications authored or co-authored by CDC employees.

 

Embargo Period

Currently, all peer-reviewed publications that fall under the policy must be made accessible to the public no later than 12 months after the publication date.

 

Accessing CDC Public Access Publications

Publications that fall under the CDC policy will be made available on PubMed Central New Site Icon and on this site, CDC Stacks.

 

CDC Grantees and Awardees

CDC is working to set up the infrastructure necessary to implement the new CDC Public Access to CDC Funded Publications Policy with non-CDC authors (e.g. grantees, awardees, etc.) of CDC-funded, peer-reviewed publications.

Information on how to comply with the policy for recipients of direct CDC funding will be forthcoming.

 

Coauthors of CDC-Funded Publications

Non-CDC-funded coauthors should be aware that CDC-funded authors are required to submit any publications that they coauthor within the scope of their CDC duties to be made available through public access.

 

Publishers

CDC is utilizing the National Institutes of Health Manuscript Submission (NIHMS) System New Site Icon to facilitate the submission of manuscripts to PubMed Central and on this site, CDC Stacks. CDC will make available either the author's peer-reviewed, journal-accepted manuscript or the publisher-edited manuscript. CDC will not make public the publisher's final version unless allowed by copyright.

Publishers may submit manuscripts to NIHMS on the author's behalf New Site Iconwith a My NCBI account, a NIHMS Publisher account, or via the NIHMS bulk submission pathway.
