The 2021 American Rescue Plan Act (ARPA) provided $641 million to the City of Baltimore through the State and Local Fiscal Recovery Fund in response to the COVID-19 public health emergency and its negative economic impacts. The Mayor's Office of Recovery Programs was established to administer all aspects of ARPA funding and regularly reporting to the US Department of Treasury.

The Mayor's Office of Recovery Programs created this dashboard to share details regarding proposals submitted for funding, funded projects, and project performance. Please note, data contained in this dashboard differs from that reported to the Department of Treasury, as more technical and nuanced data are required for federal reporting. This dashboard includes information on funding proposals and funding allocations categorized by topical area to make it more user-friendly to the public. Baltimore City established an online application process for American Rescue Plan Act funding. ARPA funding will be used to support approved proposals implemented by City and quasi-government agencies, as well as nonprofit organizations focused on addressing the health and negative economic impacts of the COVID-19 public health emergency.

Proposals by Eligibility

Submitted proposals are first reviewed for ARPA eligibility according to the US Treasury. Proposals marked 'Other' are those that require further information or clarification.

Note: The US Treasury issued its Final Rule for governing the administration and implementation of ARPA funding on January 6, 2022. The Recovery Office is in the process of reevaluating all proposals submitted prior to this date to ensure compliance with the updated rule. Data includes eligibility determinations at the time proposals were first evaluated, and therefore are subject to change upon reevaluation.

Proposals by Entity

Proposals can be submitted by Balitmore City agencies, quasi-government agencies, as well as nonprofits that have an operating office within the city limits and provide programs and services to Baltimore City residents.


Proposal Submission Timeline

Timeline includes data on proposals submitted since the application portal opened to city agencies on August 23rd, 2021. The application portal opened on October 1st, 2021 for nonprofits, and closed on December 31st. City agencies may submit proposals until March 31st, 2021.

Proposals by Mayoral Pillar

Five core pillars guide Mayor Scott's administration. Project proposals are aligned to these pillars to support the mission and goals of the Administration while also adhering to the permissible uses of ARPA funding. For more information about the Mayoral pillars, see the Mayor's Action Plan.


ARPA funding commitments are publicized as individual investments to City agencies, quasi-government agencies, and nonprofits. Details on investments can be reviewed in the funding announcements. Commitment figures presented below are rounded to the nearest hundred thousand dollars.

Note: the spending amounts reported in this dashboard are preliminary. Changes to account numbers, accruals, delayed data entry, or other accounting related transactions impact the accuracy of spending data month-to-month. At the end of the fiscal year, the City of Baltimore follows year-end closing procedures to finalize records of all financial activity. Spending data should not be considered final until that time.

Project Performance

The Mayor's Office or Recovery Programs tracks the progress and success of ARPA-funded project through regularly reported proformance measures. The information below includes some of the primary measures being tracked. Please check back for additional and updated performance data as projects advance.

In addition to performance measures collected from ARPA-funded organizations, Baltimore City has partnered with University of Baltimore to develop 'Impact Indictors' that have been designed to measure the impact of ARPA funding throughout the City. These efforts will focus on the impact of ARPA funding across the city, but particularly in neighborhoods and populations that have been historically overlooked.
