§ 91. Geographical Information System

  • (a) As used in this section Geographical Information System or “GIS” means an entire formula, pattern, compilation, program, device, method, technique, process, digital data base or system that electronically records, stores, reproduces and manipulates by computer, geographic information system data.

  • (b) The Lieutenant Governor, in consultation with the Commissioner of the Department Public Works for purposes of coordination with the Commissioner's responsibilities under 20 V.I.C., § 1(e) shall develop, update and maintain a street and address directory that consists of a computerized geographic information system that includes an electronic file listing street names and addresses, road and thoroughfare addresses, geographic sectors and reference points, including base data regarding residences, businesses, bridges, utilities, easements, servitudes, rights-of-way, topography, subdivisions and other necessary information for incorporation into mobile Global Positioning Systems for assisting emergency service providers in locating addresses and geographic areas throughout the Territory. The creation of the street and address directory must be supported by the development of street names, and the implementation of a logical and standardized street addressing system that permits numbering that is sequential for mapping purposes.

  • (c) The Lieutenant Governor shall determine the method of creation, maintenance, use and distribution of the geographical information system and may enter into licensing agreements for the use of data from the Geographical Information System. The Lieutenant Government shall promulgate regulations for the use of geographical data collected and maintained throughout the Territory.

  • (d) The Lieutenant Governor shall submit to the Legislature at commencement of each regular legislative session any recommendations for the naming of streets and other geographic areas.
