Consolidated CDA STU Updates

      This is a PSS update to Project Insight ID #1520 C-CDA STU Updates and a moving of that PSS into the Jira process. The 2019 version of the PSS can be found Here: https://confluence.hl7.org/display/SD/Consolidated+CDA+STU+2019+Update.

      This PSS covers current "clean-up" and future C-CDA updates, allowing for future USCDI and other regulatory updates to be represented in C-CDA.

      C-CDA R2.1 is an active standard with over 1 billion documents exchanged annually. As a mature standard it needs to be maintained. The primary goal of this update is to provide a clean baseline C-CDA updated with the backlog of design change requests together with the changes made from the 2020 fall errata update. 

      The 2021-2022 (January Ballot) update will provide a clean, technically correct baseline that a new web publication format can use where future updates may take place.

Current and future legislation, including the ONC Standards Version Advancement Process (SVAP) creates external drivers, such as support for USCDI, which require updates and refinements to the standard.

      The 2021-2022 (January 2022 Ballot will roll current templates (including USCDI V1 design) out of the latest Companion Guide (HL7 CDA® R2 Implementation Guide: C-CDA Templates for Clinical Notes R2.1 Companion Guide, Release 2- US Realm October 2019  into the HL7 Implementation Guide for CDA® Release 2: Consolidated CDA Templates for Clinical Notes (US Realm)

      • Incorporate any design changes for existing templates in C-CDA 2.1 that couldn't be 'errata'
        • This project will develop heuristics for accepting design changes.
        • Consider Supplemental Templates that are new versions of existing C-CDA templates
        • Consider a path to normative that does not carry forward the Diagnostic Imaging Report (V3)
        • Consider additional design changes that have broad implementer support, e.g., design changes to promote CCD/IPS alignment where broad implementer support exists
      • Out of Scope:
        • New Design not previously identified in existing JIRA/STU Comments prior to July 29, 2021
      • This PSS covers current and future C-CDA updates, allowing for future USCDI updates and ITEMS that meet criteria defined similar to the Future of US Core identified in the US Core Implementation guide
