Illinois 148 and Old 13 Roundabout

Thank you for visiting the Illinois 148 and Old Illinois 13 roundabout project page. The Illinois Department of Transportation is in the planning and early design stages for this roadway improvement. The project is located west of Marion at the intersection of Illinois 148 and Old Illinois 13. The existing signalized intersection will be replaced with a roundabout. Special consideration will be given to provide adequate space for large trucks and over size, over width vehicles to maneuver the roundabout.

In addition to the roundabout, a 10 foot wide shared- use path will be constructed on all sides of the roundabout and crossings will be provided on each leg. Modification from a signalized intersection to a roundabout will decrease delays caused by the traffic signals and greatly increase safety at the location.

The proposed roundabout will include impacts to Crab Orchard National Wildlife Refuge located in both the southeast and southwest corners of the intersection. As such, it is subject to protection under Section 4(f) of the U.S. Department of Transportation Act of 1966. For this project, IDOT intends to seek a section 4(f) “de minimis” impact finding from the Federal Highway Administration based on a determination that the proposed roundabout will not adversely affect the features, attributes, or activities that qualify Crab Orchard National Wildlife Refuge for protection under section 4(f). Effects of the Illinois 148 and Old Illinois 13 project on Crab Orchard National Wildlife Refuge will include taking of land in the refuge. Mitigation will include improved access to the park through the proposed roundabout and improved connectivity to bicycle and pedestrian accommodation via the addition of sidewalk/multi-use path. Detailed documentation describing the impacts and mitigation associated with the effects of Illinois 148 and Old Illinois 13 on Crab Orchard National Wildlife Refuge will be included in project materials for this meeting.
