1115 Waiver Demonstration - KanCare Amendment Request

  • On December 28, 2022, Kansas submitted a five-year extension request of its Medicaid section 1115 demonstration entitled “KanCare” to be effective January 1, 2024 through December 31, 2028. The extension application proposes to transition features of the KanCare program out of the Section 1115 demonstration and into more permanent federal authorities such as state plan amendments and Section 1915(b) waivers. The application also seeks to continue three current KanCare features which need Section 1115 authority. This includes 12-months continuous eligibility for certain low-income parents or caretaker adults, federal financial participation for services provided in an Institute for Mental Disease to Medicaid beneficiaries with a substance use disorder, and continuous eligibility for children enrolled in KanCare under the Children’s Health Insurance Program who turn 19 during the Public Health Emergency and the corresponding unwinding period.  The federal comment period for this application will be open from January 5, 2023 through February 4, 2023.
