Armstrong and Dean Introduce the Bipartisan SECURE Notarization Act

WASHINGTON – Congressman Kelly Armstrong (R-ND) and Congresswoman Madeline Dean (D-PA), along with 31 of their colleagues, introduced the bipartisan SECURE Notarization Act of 2021, which will update and modernize the notarization process in and outside of the United States.

The Securing and Enabling Commerce Using Remote Electronic Notarization Act (SECURE Notarization Act) aims to allow every notary in the U.S. to perform Remote Online Notarization (RON), as well as allow signers located outside of the U.S. to securely notarize documents.

"Remote online notarization offers consumers a convenient way to safely and securely complete documents," said Congressman Armstrong. "Our bipartisan bill will permit nationwide use of remote online notarization, increasing access to this important process."

"COVID-19 made it clear that certain methods needed to be updated to keep up with our ever-changing world and economy," said Congresswoman Dean. "One of the areas that this was most prevalent was our notarization process passing legislation like the SECURE Notarization Act allows us to do just that."

The passage of the SECURE Notarization Act of 2021 will allow for the immediate nationwide use of RON and allow military personnel stationed outside of the U.S. to securely notarize documents.

Companion legislation was introduced in the Senate by Sens. Kevin Cramer (R-ND) and Mark Warner (D-VA).
