Our Mission

The Plant Services Program is committed to facilitating agricultural trade and ensuring consumer protection by providing accurate and reliable inspection, testing and certification of agricultural plant products, and serving on the front line of defense against the introduction and spread of pests.

Our staff provide certification services to exporters of plant products, conduct regulatory inspections of nursery stock and licensed retail [PDF 435 KB] and wholesale [PDF 99 KB] nurseries, enforce plant quarantines to prevent pest introduction, and certify disease-free planting stock.

Plant Services inspection staff contribute directly to the Washington agriculture industry by certifying agricultural exports in excess of $1 billion annually.

History of the Plant Services Program

Did you know that the origins of the Plant Services Program date back even further than the agency itself? The first group to regulate horticultural products was created in 1891 and was called the Board of Horticulture!
