winnebago county animal services is a department of Winnebago County government covering more than 500 square miles and serving the more than 280,000 residents who call Winnebago County home. We provide a number of services including pet licensing and registration, veterinary care to animals in need, animal welfare and cruelty investigations, pet adoptions, and more.  

The Animal Services department cares for an average of 4,000 animals each year, serves all municipalities, and is the only government run animal services/animal sheltering organization in the county.  We work to find homes for pets not reclaimed by their owners. If you are considering adoption we encourage you to view our adoptable pet listings, which are automatically updated every few minutes throughout the day.  If you don’t find the pet you’re looking for at Animal Services, also consider visiting other nonprofit shelters and rescues in the community.

Pet Registration

Pet registration is required by law and a great way to help your pet get back home if they become lost. Plus, these fees fund our services.

Animal Welfare & Investigations

Our team investigates animal welfare and safety concerns. We also offer outreach and education about responsible pet ownership.

Vaccinations & Rabies Control

Regular vaccination is required for all cats and dogs and helps keep our pets and community healthy. Our team investigates bite incidents to prevent the spread of the rabies virus.

Spay/Neuter & TNR

Spaying/neutering pets helps prevent pet overpopulation in our community. Learn more about spay/neutering and our trap-neuter-return (TNR) program to control barn and feral cat populations.

Become a Foster First Responder‼🚨 🐾

Kitten season is here and we need your help! We are already starting to get in tiny orphaned kittens. 🙀
That's why we're... inviting you to join the Foster First Responder Team‼

Foster First Responders are a dedicated group of fosters who will never let a bottle baby kitten stay in the shelter overnight. Think of it as a phone tree program for baby kittens! We often have kittens who arrive at our shelter after 4:00pm that must go into a foster home overnight to be fed every few hours. As a Foster First Responder member, you will be in a contact group that will be alerted when these kittens come in so they do not spend the night in the shelter. These are some of our most critical care pets and we depend on you to help us save them.

Foster First Responders are asked to keep their fosters for 48 hours or less while we work to find a more permanent foster home (but keeping them long term is always an option!). Short term fostering helps prevent exhaustion for our foster families while ensuring that the most fragile animals get the love and dedication they need.
We provide you with the supplies for your overnight visitor, training, and support. You provide the love, ❤️ feeding, 🍼 and kitten crash pad. 😻

Does anyone have room in their home for a little guy with a whole lot of spunk?

Meet Yoda, a 2 year old Hound mix Yoda was surrendered when his owners were struggling with housing ...and could no longer care for him. His previous owner’s stated he was good with children who visited, dogs, and lived in a home with a cat successfully. They also stated he is crate trained and house trained. He was a bit shy when he first arrived but is much more confident now. Yoda loves spending time with volunteers and staff members out in the yard. Yoda has a very puppyish exuberance in a big, handsome adult body. He's a lover of fetch, having his ears rubbed, and taste-testing all the treats!

Alphonse came to WCAS in mid-January of this year as a stray and was never reclaimed by an owner. Alphonse eagerly awaited adoption for almost two months until his perfect forever family came to visit and take him ...home.

🐾I have an update on Conley Now known as Alphonse. We got Alphonse about a month ago. He is very kind and energetic. He loves play fighting with our other dog, Dior. And loves running at the park. He really loves when you pet him, he'll get all under you. Alphonse has been such a great add on to our family and I love him !!! 🐾

Daphne was brought in as a stray when she was found running loose with a small Chihuahua friend she was out adventuring with!
Unfortunately, she was never reclaimed by her ...owner. Daphne loves to lean up to people for pets and explore new places! She also enjoys treats and to learn new things! At just around 2 years old, Daphne is ready to give the rest of his life being loyal to her forever family!

Draco has those soulful puppy dog eyes and an adorable head tilt that has a way of pulling at our heartstrings.

Draco came into a our care as the result of his owner's eviction and was never reclaimed by his owner. At 2 years old, This sweet guy will happily sit quietly by your side ...and lend a listening ear. He will look up at you as though he's saying, "Come sit down with me and tell me all about your day." A gentle soul, and a quiet companion, Draco is content to hang out around the house or take a stroll around the block. Draco is loved by all at WCAS, and we are waiting for his one true family to come along and scoop him up.

The Animal Services Officers provide service 365 days a year to over 280,000 residents over a coverage area of 500 square miles.
