SCOPE: Pursuant to Texas Government Code Section 2165.001, Custodianship of State Property, and Section 2156.121, Use of Competitive Sealed Proposals, the Texas Facilities Commission (TFC) is requesting responses to this Request for Proposal for the provision replacing the fire alarm system in the John H. Reagan (JHR) Building and upgrading the Mass Notification System (MNS) for miscellaneous buildings in the Capitol Complex. CONTRACT TERM: The service is expected to start withing fifteen (15) business day from the Notice to Proceed. Services are anticipated to be completed no later than 8/31/2022. This contract is contingent upon the continued availability of funding. If funds become unavailable through lack of appropriations, legislative budget cuts, amendment of the Appropriations Act, state agency consolidations, or any other disruption of current appropriations, provisions of the Termination Article in the Services Contract shall apply. John H. Reagan (JHR) Building Fire Alarm System Replacement Contractor shall provide all equipment, installation materials and cabling, installation labor, demolition labor, programming, testing, design work, and owner training. The JHR building fire panel system has reached its life expectancy and needs to be replaced. The Scope of Work for this project includes the replacement of an existing Simplex 4100 legacy fire alarm system with an EST4 system. TFC has identified the EST4 system as proprietary. Contractor shall survey the interior of the buildings and generate drawings for each floor showing all existing spaces, ceiling construction, location of walls and partitions, and the occupancy of each room on the drawings. Drawings shall identify the location of all equipment located above the ceilings to determine the appropriate routing of the new alarm system in conjunction with the existing sprinkler mains, branches, and head locations. Contractor shall provide a design to relocate any existing equipment necessary to install the new alarm system such as conduit, piping, ductwork, suspended ceiling system components, panels, light fixtures, mechanical equipment, etc. Design will include all necessary components and equipment to provide necessary coverage to ensure complete life-safety oversight. System Installation Fire Alarm System will be installed by a certified contractor per NFPA 72. Vendor shall be responsible for establishing an installation schedule, keeping the installation on schedule and installed correctly per NFPA. Vendor shall be responsible for keeping all areas where installation is occurring clean and free of debris during and after the installation. Vendor shall use Travis County to determine the labor rates. Upgrade of Capitol Complex Mass Notification System TFC intends to provide mass notification to buildings in the Capitol Complex for early warning of potentially life safety situations such as active shooter, inclement weather, terrorist attacks, etc. Scope of work includes initial infrastructure and provisions for Mass Notification in 28 buildings listed on Attachment I - Capital Complex MNS Planning Map. In-building MNS Upgrades include the following: Vendor to provide a Mass Notification Interface Cabinet (MNIC) in each of the buildings listed that will house all of the components needed to interface with the building fire alarm system. These cabinets will allow the building system to be integrated into the TFC EST network so that remote FireWorks workstations can provide pre-recorded or custom/live voice messages to select buildings or groups of buildings. Wide-area (outdoor) MNS Upgrades include the following: HyperSpike high-output loudspeakers designed for Mass Notification shall be provided by vendor in exterior areas on and between buildings upgraded per the In-building MNS scope of work. However, proposed loudspeaker locations will be selected on the basis of being able to add speakers to the array as to minimize infrastructure accommodations at a future date when TFC coordinates with the other state agencies for a concerted mass notification protocol. System Installation Fire Alarm System will be installed by a certified contractor per NFPA 13, 25. Vendor shall be responsible for establishing an installation schedule, keeping the installation on schedule and installed correctly per NFPA 72, 2013 edition. Vendor shall be responsible for keeping all areas where installation is occurring clean and free of debris during and after the installation. Vendor shall use Travis County to determine the labor rates. MANDATORY PRE-PROPOSAL TELE-CONFERENCES: The Pre-Proposal Tele-Conferences are scheduled for: PPC 1, March 22, 2022, 9:00 AM PPC 2, March 23, 2022, 10:00 AM Pre-registration for the Online Zoom pre-proposal tele-conferences is required. Attendance of at least one (1) of the two (2) scheduled pre-proposal tele-conferences is mandatory. Only those Respondents whose names and represented firm are on the pre-proposal conference attendee list shall be allowed to submit a response. Please do not be late. A mandatory jobsite walkthrough will be conducted on March 29, 2022 at 10:00 AM and on March 30, 2022 at 2:00 PM. Vendors interested in participating in the site visit shall pre-register with the Purchaser prior to the date of the site visit. We will meet at the entrance to the John H Reagan Building located at 105 W. 15th Street, Austin, TX 78701. Public parking is available nearby on the street.
