SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2254, Subchapter A, Professional Services, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting submittal of qualifications to provide professional HVAC Testing, Adjusting and Balancing (TAB) services for Project #20-004-5051 & #20-011-5155, in support of Deferred Maintenance (DM) projects at Multiple State Buildings in Austin, Texas. CONTRACT TERM: It is the intention of TFC to award two separate Contracts for full prime professional architectural/engineering (A/E) services for the term of the project. Services undertaken pursuant to this RFQ will be required to commence within ten (10) calendar days of delivery of a Notice to Proceed. The Project associated with the services requested in this solicitation is anticipated to be nine hundred (900) calendar days. PROJECT DESCRIPTION: Request for Qualifications (RFQ) for professional HVAC Testing, Adjusting and Balancing (TAB) services at multiple state buildings in Austin, Texas including, but not limited to the following buildings for the respective projects: Insurance Building, (INS), 1100 San Jacinto Blvd; Price Daniel Building, (PDB), 209 West 14th St; Tom C Clark Building, (TCC), 204 West 14th St; Supreme Court Building, (SCB), 201 West 14th St; and Sam Houston Building, (SHB), 201 East 14th St. Approximate cost of construction for the aforementioned list of projects is estimated to be nine million dollars ($9,000,000). STATEMENT OF WORK: The professional HVAC Testing, Adjusting and Balancing (TAB) Scope of Service includes, but is not limited to, pre-auditing, testing and reporting, construction phase auditing, testing and reporting and includes final completion auditing, testing and reporting as required to verify, support and complete the DM work items. The Project construction scope of work includes, but is not limited to, renovation/replacement of air handling units, outside air handling units, air distribution systems and controls, and other necessary incidental scopes of work related to or made necessary by the execution of the aforementioned building deficiencies. Most of this work will need to occur during off hours of buildings and will have to be coordinated with the Property Manager and AE Team. Ability to provide adequate manpower to complete the services in allowable timeframes outside of operations is required. Scope of services shall be comprehensive in nature and will include, but not limited to, the following requirements and all other services necessary and/or reasonably inferable from this RFQ. Follow all current governing standards and procedures for TAB related work; Perform the specified commissioning support requirements coordinating with the CxA; Review contract documents to become familiar with project requirements and conditions; Review design data, assumptions, equipment performance, and system descriptions; Provide design and submittal reviews, TAB related documents to incorporate into the construction documents, installation verification, and operations and maintenance (O&M) training as appropriate; Develop TAB plan with complete system readiness checks and reports; Develop procedures for an issues log to track all TAB related issues, deficiencies, and resolutions; Verify system and equipment item installations are complete and all specified testing, cleaning, adjusting, and commissioning have been performed; Provide final TAB; and Review system and equipment item test reports and perform required inspections and measurement verifications. MANDATORY PRE-SUBMITTAL TELECONFERENCES: The mandatory pre-submittal conferences will be held on Tuesday, June 15, 2021, 2:00 PM and Wednesday, June 16, 2021, 10:00 AM. Pre-registration is required to participate in the teleconference. Respondents must have an employee of their firm attend at least one (1) of the two (2) scheduled pre-submittal teleconferences. TFC shall reject submittals submitted by firms that did not attend one of the mandatory pre-submittal conferences. SCHEDULE OF EVENTS: TFC reserves the right to change the dates shown below.
