Solicitation Description:

SCOPE:  In accordance with the provisions of Texas Government Code, Chapter 2254, Subchapter A, Professional Services, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting submittal of qualifications to provide professional HVAC Testing, Adjusting and Balancing (TAB) services for Project #20-013-5485, in support of Deferred Maintenance (DM) projects at multiple DSHS buildings, located on the DSHS Campus, 100 West 49th St., Austin, TX.

CONTRACT TERM: It is the intention of TFC to award a Contract for professional Building HVAC Testing, Adjusting and Balancing (TAB) services for the term of the project. Services undertaken pursuant to this RFQ will be required to commence within Ten (10) calendar days of delivery of a Notice to Proceed. The Project associated with the services requested in this solicitation is anticipated to be one thousand ninety-five (1095) calendar days.

PROJECT DESCRIPTION:  Request for Qualifications (RFQ) for professional HVAC Testing, Adjusting and Balancing (TAB) services at the DBGL Laboratory, supporting Central Plant (DHNP) and Chemical Storage Building (DHH) located on the DSHS campus in Austin, Texas. TAB services will provide AE Team design data during Pre-Design, make AE directed interim adjustments as needed supporting DM construction needs and Post-Construction adjustments and reporting to maintain continual Lab safety and operation continuity.

 

Approximate cost of services for the aforementioned project is estimated to be $400,000.00.

STATEMENT OF WORK

The professional HVAC Testing, Adjusting and Balancing (TAB) Scope of Service includes, but is not limited to, pre-auditing, testing and reporting, construction phase auditing, testing and reporting and includes final completion auditing, testing and reporting as required to verify, support and complete the DM  work items.    The DBGL Lab operates continually and most of this work will need to occur during off hours of Lab operations and will have to be coordinated with the Lab and AE Team.  Ability to provide adequate manpower to complete the services in allowable timeframes outside of Lab operations is required.

 

Scope of services shall be comprehensive in nature and will include, but not limited to, the following requirements:

1.       Follow all current governing standards and procedures for TAB related work;

2.       Perform the specified commissioning support requirements coordinating with the CxA;

3.       Review contract documents to become familiar with project requirements and conditions;

4.       Review design data, assumptions, equipment performance, and system descriptions;

5.       Provide design and submittal reviews, TAB related documents to incorporate into the construction documents, installation verification, and operations and maintenance (O&M) training as appropriate;

6.       Develop TAB plan with complete system readiness checks and reports;

7.       Develop procedures for an issues log to track all TAB related issues, deficiencies, and resolutions;

8.       Verify system and equipment item installations are complete and all specified testing, cleaning, adjusting, and commissioning have been performed;

9.       Provide final TAB; and

10.   Review system and equipment item test reports and perform required inspections and measurement verifications.

Dr. Bob Glaze Laboratory (DBGL) AHUs, LEUs, VAVs, Chilled/Heating Water Pumps

1.       Pre-Audit Scope

A.      Pre-testing existing stairwell pressurization and other smoke control system equipment/components

B.      Pre-testing existing AHUs and FCUs airflow, water flow, and entering/leaving air conditions.

C.       Pre-testing existing terminal units and air devices

D.      Pre-testing existing laboratory fume hood and BSC function and airflow

E.       Pre-testing existing laboratory and general exhaust fans

F.       Pre-testing existing chilled and heating water pump function and head/flow

2.       Construction Phase Scope

A.      Existing stairwell pressurization and other smoke control system equipment/components

B.      New AHUs and FCUs airflow, water flow, and entering/leaving air conditions.

C.       New and existing terminal units and air devices

D.      Existing laboratory fume hood and BSC function and airflow

E.       New and existing laboratory and general exhaust fans

F.       New and existing chilled and heating water pump function and head/flow

1.       Pre-Audit Scope

A.      Pre-testing existing exhaust systems (normal and purge)

B.      Pre-testing existing chilled and condenser water pump function and head/flows

2.       Construction Phase Scope

A.      Exhaust systems (normal and purge)

C.       FCUs serving plant spaces

 

Department of Health Hazardous Storage Building (DHH) Ventilation System

Professional HVAC Testing, Adjusting and Balancing (TAB)services shall be offered with the understanding of full compliance with non-discrimination requirements of the State of Texas by the A/E. 

 

MANDATORY PRE-SUBMITTAL TELECONFERENCES: The mandatory pre-submittal conferences will be held on Tuesday, October 13,2020, 10:00 AM and Wednesday, October 14, 2020, 10:00 AM.  Pre-registration is required to participate in the teleconference. Respondents must have an employee of their firm attend at least one (1) of the two (2) scheduled pre-submittal teleconferences. TFC shall reject submittals submitted by firms that did not attend one of the mandatory pre-submittal conferences.
